Panasonic BL-C1A Network Camera Quick Setup Guide
Step 1: Verify DHCP Server exists.
The setup of the camera requires that a DHCP server be running on your network. Most home network have this and it is provided by the network router or cable/DSL modem. To verify whether your home network has a DHCP server, perform the following on a Windows computer on your network:
- Click Start -> Run -> Type "cmd" -> Click "OK".
- In the command window, type "ipconfig /all" and press "Enter". If the output contains a line that states "DHCP Server ...", the you have a DHCP server on your network. You can now proceed to Step 2.
Step 2: Connect the camera to the network.
- Plug a network cable into the back of the camera and plug the other end of the network cable into your network router.
- Attach the provided power cord into the back of the camera and plug the power cord into a wall outlet.
- On the side of the camera, you will see a pinhole labeled "FACTORY DEFAULT RESET". Depress the internal button, with a pen tip. The front light labled "Power" will turn off, come on with an amber color and then beginning to blink an green color. Once the green light stops blinking and becomes steady, you can proceed to Step 3.
Step 3: Verify camera network connectivity
Perform the following on a Windows computer on your network:
- Click Start -> Run -> Type "cmd" -> Click "OK".
- In the command window, type "ipconfig" and press "Enter". In the output, look for the "IP Address" entry.
- Note your computer's IP address. As illustrated, mine is "192.168.2.80".
- The camera will be automatically assigned an IP address ending in 253 on your network. To figure out this address, replace the last number in your computer's IP Address with 253. In my example, I replaced "80" with "253" and end up with "192.168.2.253". This is the IP address of my camera.
- Test network connectivity to the camera with by using "ping" command followed by the IP address of your camera. If you see the following response, you are ready to proceed to Step 4.
Step 4: Configure camera.
- Open Internet Explorer and type in the IP address of your camera in the address bar. You should see the following screen. Type in a user name and password for the administrator and click "Save". NOTE: Both the username and password has to be over 6 characters long. Also, the username cannot be the same as the password.
- You will be prompted for your new user name and password. Enter them and click "OK". You should then see the following screen:
- Select "Disable" and click "Next". You should see the following screen:
- Click on the link presenting on the screen to connect to the camera website's main page and you will see:
- Click on the "Single" tab in the top navigation bar. You may be prompted to install an add-on. Accept the prompt to continue. Once installed you should then see footage on the camera.
- To see large footage, click on "640x480" on the left hand navigation bar.

- Place the CD into your computer. Your computer should autorun the CD and display the following screen:
- Click on "Network Camera Recorder Single Camera Version Installation" to install the software. Follow the instructions and click "Close" when the installation is complete:
- You should now see a "Network Camera Recorder" icon on your Desktop. Double click on it to run the program and you should see a one-time registration window. Click OK to complete the license registration.
- In the "Network Camera Recorder" window, click on "Camera" in the top menu bar, and then select "Create New Camera". You should see the following screen:
- Enter a name and comment for the camera. Also enter the IP address in the camera in the field next to "Camera Address". Enter "80" in the field next to "Port". Enter the username and password you created earlier in the "User Name" and "Password" fields. Click "OK" to complete the creation. You should now see footage displaying from the camera:
- Click on red round button in the top tool bar to start recording. Click on the square grey button to stop recording.
- Click on the "Recorded Image" tab above the footage. You should see a list of footages recorded. Right click on the footage to play and select "Playback" to play the footage.
